Declined Nerf the 1.5x damage down

The 1.5x damage should be nerfed to 1.25x because weapons like the Grenade launcher and Scattergun do too much damage in 1 shot.
The grenade launcher does 150 damage which can 1 shot the Scout, Engineer, Medic, Sniper, Spy and can 2 shot the other classes such as Demoman, Pyro, Soldier and Heavy
