Kat, if he doesn't seem interested in submitting an application, then maybe it's not good idea to jump to the conclusion he is spamming on purpose.

That is why I said that my suspicion is purely out of speculation and I don't know the intent, but he is sort of spamming a bit no matter what reason it may be for, so his interest or lack of interest in submitting an application does not have much to do with my point at all.
