I can't find myself on the muted/gaged players list, but I still can't type in chat — when I send a message, nothing happens.

It turned out I wasn’t gagged, it was just that the HUD changed cl_mute_all_comms from 0 to 1, which was hiding all my messages in the chat 0-0
