This is just banter. I do not see any signs of harassment, targeting, or extremely inappropriate behavior, so I don't think punishment is justified here.
Also, even in today's context, "Russia is better" is hardly an offensive phrase, unless this person is aiming to attack your Ukrainian ethnicity.

Do you have private DM history with this person? If not, I don't think a punishment is in order. Feel free to report again if he continues to be more toxic or starts to harass / single you out.
