Remove JB Snowballz v23 from the map rotation

Alright, this is going to stir up some controversy, I did suggest this before to be removed it was declined. I'm going to say it again, Snowballz is a mess and should just be removed, its not fun to play on, its a bad map overall. Why the hell is it a community favorite tho? And I'm the only one who is making a big stink about this shit map.
