Declined Add "Do not censor sprays" in the jailbreak rules.

The censoring of sprays should be a bannable offense in jailbreak as spray free speech is taken away from players when another player just puts their spray on top of the original one.
We must make a change.

Gasp, how dare somebody not want to see inappropriate sprays and want to cover it up!

Surely, this is something worth banning someone over.
